Every index client is offered four notification modes: client-led, provider-assisted, dual-referral or contract referral. The peer navigator runs a safety screen first; cases flagged for IPV risk are routed through case management before any contact is made.

Of 88 partners reached in the first six weeks, 24% tested positive — a yield that justifies the operational lift the model demands.
