Why a new plan now

The 2025–2029 strategic plan remains live, but the operational context has shifted faster than anticipated — funding flows are reshaping, council capacity has matured, and KVP representation structures are now mature enough to co-author rather than consult on the next horizon.

ASUTA has opened a co-design process for the 2027–2030 plan, scheduled to launch in Q1 2027.

The three emerging priorities

Three priorities are crystallising from the early co-design conversations: complete the council ownership transition; institutionalise the integrated service model beyond EpiC funding cycles; and grow ASUTA's evidence and learning function into a regional resource.

Each priority will carry a measurable five-year outcome and a clear council-level milestone trajectory.

What ends, what continues

Some current activities will end as the plan turns — narrow, single-service offerings that the council can now sustain without external accompaniment. Other activities will be deepened, particularly mentorship, quality assurance, and learning. The work is to make every transition deliberate rather than accidental.

The next plan is built by the people who will execute it — not for them.
