The target

Sex workers, IDUs, barmaids, migrants and the wider community at risk through them. Bagamoyo's HIV profile in 2012 was driven by trucking corridors and a transient fishing economy.

Four pillars

SBCC, structural (IGAs), biomedical (testing, STI/TB/FP screening, ART linkage) and embedded M&E. The pillars were not new; the discipline of running them weekly for four years was.
