The consortium

Jhpiego, EGPAF, Pact and Deloitte share national delivery. ASUTA's piece is the dense Dar geography — sex worker hotspots in Mbagala, vAGYW corridors in Tandale, PWID populations along the Kinondoni waterfront.

Why the AGYW reframing matters

The DHS-MIS data driving SAUTI made it clear: HIV incidence among vAGYW was running well above young men of the same age. The programme was built around moving prevention upstream of the moment of risk.
