The premise

Most FSW arrests in Dar are not about prosecution — they are about leverage. The meetings were not framed as policy reform; they were framed as operational coordination. That framing matters.

One measurable shift

The gender desk began routing detained FSW with disclosed health needs to ASUTA case managers before processing. In Q1 2019, 34 such referrals were logged.
