Why an introduction meeting?
Heshimu Bahari is built on a simple premise: coastal management only works if coastal communities co-own it. So the project's opening move in Dar es Salaam — and the equivalent kickoff held weeks later in Mtwara — was not a workshop, a training or a launch event. It was a listening session.
Too many marine projects arrive on the coast with a finished workplan and a deliverables matrix, and then wonder why local uptake is thin. ASUTA's position from the start was that the workplan needed to be assembled in the room, with the people whose livelihoods it would shape, before a single training was delivered.
Who was at the table
Seventy-four participants filled the Temeke venue. The composition was deliberate and tracked: regional fisheries officers, district officials from Temeke and Kigamboni, representatives of nine Beach Management Units (BMUs), three Collaborative Fisheries Management Areas (CFMAs), women processors' groups from Magogoni and Banda Beach, and youth fisher representatives. Every layer of the system Heshimu Bahari needs to move was present.
The Mtwara mirror session, smaller at 48 participants, brought together the regional fisheries officer, district officials from Mtwara Urban and Mtwara Rural, BMU leadership from Mikindani, Msangamkuu and Msimbati, and the Mnazi Bay-Ruvuma Estuary Marine Park warden — adding a marine protected area dimension that Dar does not formally have.
The mixed-tier composition mattered. Decisions taken in the room could not later be unwound by an absent stakeholder, because the absent stakeholder problem had been pre-empted.
What was agreed
The session produced four written agreements. A shared set of objectives across both seascapes, anchored to the national fisheries policy. A quarterly coordination rhythm linking ASUTA, district fisheries offices and BMU chairs. A training entry-point sequence: governance literacy first, then gender and GBV, then leadership skills, then ecological monitoring. And a joint Dar-Mtwara learning loop so a lesson from one seascape reaches the other inside one quarter.
These were not decorative outcomes. The workplan that has guided every subsequent Heshimu Bahari activity in 2024 and 2025 traces directly back to commitments made in those two rooms.
Launching with — not at — the community is the prerequisite for everything that came after.
